simply a sentence fragment is a sentence with an error either a grammer error or punctuation error ...
For the punctuation the erroe is in the ", or . " some people have a problem with conecting the phrase and use "." in place of "," or other way around

in the sentence above the error was with the punctuation 'cause you are not starting a new phrase (a new idea) and you are continuing the sentence you should use a "," and the letter after should be small.
Sometime the error is that the sentence is not complete
